Background

Effective governance and strong institutions are important foundations for social stability, public accountability and sustainable development. In Somalia, governance processes operate across different institutional and community contexts, with citizens and communities playing important roles in shaping local priorities and decision-making.

Understanding how institutions function, how people participate in governance processes, and what factors influence inclusive decision-making can provide valuable evidence for strengthening governance and institutional effectiveness.
